I don't see any pattern among these, nor indication of widespread problems. I did find that we don't record a change comment when labels are removed, so its possible that these changes were "intentional".

allura:db/5383 has fixes to record a comment when labels are removed

Setting to validation since we'll want to follow up on this by keeping an eye on tickets to see if the comments are being added when the labels are dropping of or if they are being removed some other way.
