[#4957] set up tools to group together when more than 1 instance of the same type is present. We should provide a project admin option to set "1" to any other positive int.

Perhaps also have a way to exclude certain tools from being grouped at all (e.g. external links). I don't think we want to go as far as having setting a threshold number for each tool type, but an exclusion list might be useful.
