#554 CDN and Static Resource versioning

Put files in CDN, and version static resources.
We pretty much just need to get Uriah to setup a CDN path for us, and and it will pass through to get files from us the first time they are hit. We also need to add some ?timestamp foo or something, so that we can get new files on later pushes.
