#570 create link to subprojects in parent project nav

Currently, when I create a subproject there is not a clear way to navigate to it. I would like a link in the project nav similar to any other tool installation

    i created a new subproject on my test project, and rather than the subproject's position being rightmost, it got bumped all the way to the left

    "biffy" is a subproject that was the most recently registered tool

    subprojects always appear to the left of the tools

    they are two separate queries

    but i think there is a ticket to add ordering to the tools/subproject admin page which would take care of this

    yeah, that delineation i think should not be apparent to the user -- they're using a single interface to manage both, so both should behave similarly

    Note that [#588] will fix this
