#573 Fix ticket front page

The tickets default page (which lists all tickets) is sometimes slow on newforge. Make this page faster.
By default the front page and the first save search should be (Open Tickets)
We should drop the recent changes section at the bottom of the front page.
This should be replaced with a new (Recent Changes) search which just looks up tickets by timestamp. But -- comments on tickets should update the timestamp too, so that we get something like the current result.
