#600 project registration: take input from SF, create project

We need to accept form input from:
https://sourceforge.net/register-project/
which will be posted by a second (new forge, BETA) button.
This should land on the proejcts admin page with the project shortname, long name, and description populated.

I am marking this as done because we now use the same fields with the same names as their form does. If they submit to the same url, all should work.
