Our .tar.gz files aren't opening properly on windows, and zip files are easier to open on windows anyway. So let's change to generate .zip files. And test that they open fine on Windows.
Hg and SVN are missing the prefix name for the files in the archive. Also, Hg includes a .hg_archival.txt file that we may want to leave out (since it's not actually part of the repo).
