#6077 Deal with subprojects for user-projects [ss3410]

And while we're on the subject of broken sub-projects:
- Profile - returns a 404 error -
- Maybe should return to primary project page or
- should display the metadata and be the default landing page for the sub-project.
- Tools grouping threshold is ignored - sub-projects should be considered in the threshold grouping.
- Creating sub-project should ask for metadata title and description.
- Tools no longer supported -
- Should be removed from the options (e.g. Summary) and
- should be removed from active queue (e.g. Project Home).
- Delete - Deleting the sub-project gives a 500 error.
I don't really know the best approach to fix this, but we need to sort this out somehow.

And as of the recent update the Profile tool is enabled by default as first and cannot be moved! Now all of the subprojects give a 404 error because they have no Profile!!
Issues with the Profile tool have been addressed in 15b4e7a25d6a7e1984444919deccb2caf3fec61b
