#62 Use CleverCSS for theming

Figure out what parts of CSS we're using over and over (like colors) and save them to the DB somewhere. These can be over-ridden on a per neighborhood basis. Generate a CSS file for the site, neighborhoods, and apps.
Edit: I'm going to use mako for this. Clevercss will require end users to learn a whole new syntax.
