As a tickets and wiki user, I get an email every time there is a change. This can be distracting if multiple changes happen sequentially and have little impact.
Instead, I would like emails to spool and send out a "digest" of multiple changes by the same person to the same artifact. The email should get sent out if there is no activity for N minutes, which I think in this case should default to 10m.
This should be consistent across wherever email notifications are used in the site.

Mark all as spam, and block user from posting to "Tickets"
