#677 forms: add reusable tooltip functionality to admin overview page

As a site admin, I want tooltips for forms in the different apps. For validation, please tooltip the admin overview page, and the download option page.
- Name: This is the publicly viewable name of the project, and will appear on project listings. It should be what you want to see as the project title in search listing.
- Summary: this is a text only project summary which will be included on search results and project listings. Typically this is one or two sentences describing the project, and is plain text.
- Home Page: This is the contents of the front page, and uses the "markdown/HTML" syntax similar to the wiki. This can be as long as you need it to be.
- Category: This will determine which pages you appear under in the SourceForge Directory
- Icon: this is the icon that will appear on your project header and search results. For best appearance, use a square image with a transparent background.
- Tags: Free-form tags to describe your project. These can be used to search for similar projects.
And on the Download options page:
- Show Download: Select this if you want a download button on the project's home page to give users an easy path to download the latest release. The download button will appear in the upper left corner of your projects home page.
