#6898 Fix recursion error in apache-vm logging
When new code is pushed, a cron restarts the reactor service. After the restart, however, tailing /var/log/allura/allura.log shows a strange error occurring when the Allura repo refresh is kicked off. Strangely, stopping and starting the reactor again seems to fix it.
Need to fix so that code deploys are reliable and reactor remains running.
Not seeing this any more.
