#751 Double-subscriptions result in two e-mails

This happens when a user is an admin and chooses to subscribe to 'all artifacts' on a project. As per [#281], admins get subscribed to tickets as they are created and need not subscribe to the tool itself.

The real issue is that users who are double-subscribed should only receive one notification. So modify the code that handles sending out notifications to deliver either to the mailbox for 'all artifacts' or to the mailbox for the individual artifact (preferably send only to the 'all artifacts' mailbox)
