#7809 Update install/docker to ubuntu 14.04

We should move our base suggested platform from 12.04 to 14.04, they are both LTS. Some updates to instructions or Docker scripts may be necessary.

Other opportunistic improvements would be nice: allura.log instead of tg.log, use solr from package manager, etc.

    I went through the INSTALL instructions using 14.04 (12.04 hung on me when doing a test with the 1.3.0 release) and that worked fine without any modifications (except for being tedious and missing the little note to install mongo!).

    All worked well for me too for both docker and local install.

    There are line, which links to mongo installation instructions in INSTALL.markdown, but there're a lot of instructions, so it's not hard to miss :)
