Update the documentation theme to the "mobile first" read the docs.

Remove Allura/docs/_templates/layout.html, but make sure we can still link back to Allura home.
Restructure the toctree to improve side bar navigation: ("Introduction", "Running Allura", etc). Reference: 1, 2

Allura/development.ini and INSTALL.markdown have references to specific docs pages that now have moved, so those should be updated. (Search for "/docs/"). Alternatively, we could keep the files in the same locations (so all links still work) but still make the same Table of Contents rearranging. That would be my preference if it works out ok.
