New projects should start with some tools pre-installed so that they're not empty on creation:
- Downloads labelled "Files"
- A wiki named "Wiki"
- A discussion named "Discussion"
- A tickets tracker named "Tickets"
- A SVN repo named "SVN"
The new project should still start on the admin page with a cue to visit the tools page, but this should be the default configuration for new projects.
