#811 /p/ neighborhood errors out with 250 projects per page

We should change the neighborhood project listing page to have

  • The top 8 projects or so displayed (no user-selectable page size)
  • a search box that searches projects within the neighborhood

    After talking this over with Rick, we've decided to just remove the ability to change the page size and set it to 25.
