#8318 Admin option to generate password reset link
It'd be helpful if site admins had the ability to generate a password reset link and see it (without sending the email) This way they could copy & paste the link and send it a different way to the user (e.g. if they are having trouble getting the emails sent normally). This would take some refactoring of the password_recovery_hash
