#8489 support python 3.8
Currently only python 3.7 is supported. Shouldn't be too hard to get it running on 3.8
We can allow the Docker container to install 3.8 but leave the default to 3.7 I imagine we'll have more tickets to support 3.9, 3.10, 3.11. And then at the end can make the docker default be 3.11 or something like that.
