#920 Add a tool status value to plugins

Newforge plugins (tools) should be marked with a production readieness value, tool_status. The list of available statuses should be: (1) production, (2) beta, (3) alpha. By default projects should only have access to plugins in the production status, but we ought to be able to run some shell command to make it possible for a project to install beta, or even alpha tools.
