#2125 When editing a ticket, closed milestones should be able to be kept

Currently the milestone drop-down is only open milestones. If you need to edit a ticket that is in a closed milestone, you cannot preserve its milestone value. We should add a ticket's current milestone to the list of choices (if it's not already in it)
