As part of incubation process, Allura project must demonstrate it's ability to make a release.
A release must conform to ASF release policy. Additional related documents:

    This ticket is possibly blocked by [#5967]. After we release, people may/will expect to report bugs on Apache pages and not on SourceForge.

    I'll start working out release docs in the meantime.

    And that is dependent on getting a few infrastructure things sorted out for allura-vm.apache.org, specifically SSL, email, and backups.

    I made some LICENSE and NOTICE cleanup changes (first 5 commits on cj/6422), and created an ASF Release Guidelines document based on feedback on the [VOTE] and [DISCUSS] (plus next two messages) threads.
